Michael,For this sentence could we say: although costing taxpayers hundreds of millions of dollars for its construction, this recently completed airport really sucks because of being even unable to cover passengers inside it against light rain?

前面可以，後面的 "卻連小雨都擋不住" 可說 .. cannot even block the rain.
